FY26-FY30 Consolidated Plan Now Underway
The Division is currently working on a draft Consolidated Plan which will provide a guide and strategy for the future use of Newton's FY26-FY30 Community Development Block Grant (CDBG) HOME Investments Partnerships Program (HOME) and Emergency Solutions Grant (ESG) federal grant funds.
The Housing and Community Development Division is holding in person and virtual meetings throughout the month of October to gather public input on the housing and human services needs in the community in order to develop strategies for the use of these federal funds over the next five years.
Input can be provided in one of three ways:

- Wednesday, October 23, from 4:00pm – 6:00pm at the John M Barry Boys and Girls Club, 675 Watertown Street, for an in person meeting and discussion.

The City of Newton and the WestMetro HOME Consortium, consisting of twelve other member communities (the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, and Wayland and the Cities of Framingham, Waltham, and Watertown), are holding a public hearing regarding the FY25 Annual Action Plan (AAP), as required by the U.S. Department of Housing and Urban Development (HUD). The FY25 AAP describes the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funded projects that will be undertaken over the course of the upcoming fiscal year (July 1, 2024-June 30, 2025) as part of the goals and strategies outlined in the FY21-25 Consolidated Plan. The purpose of the public hearing on the FY25 AAP is to solicit feedback and ensure grant funds are effectively spent to assist low- and moderate-income residents.

HOME-ARP Allocation Plan
The Barrett Planning Group, on behalf of the WestMetro HOME Consortium, has prepared the HOME-ARP Allocation Plan, which outlines the strategy and planned expenditures of federal HOME-ARP funds from the U.S. Department of Housing and Urban Development (HUD). The Allocation Plan outlines the activities and goals planned to address the needs of qualifying populations within the Consortium communities. Allocated funds must be spent by September 30, 2030. About the Housing & Community Development Division
The mission of the Newton Housing & Community Development Division is to maintain the City's economic diversity through:
- The production and preservation of affordable housing and housing rehabilitation;
- The provision of human services for low- and moderate-income residents;
- The provision of homelessness prevention and support services; and
- The removal of architectural barriers for people with disabilities
To accomplish this mission, the City uses funds from three annual grants, totaling approximately $3.5 million, from the U.S. Department of Housing and Urban Development (HUD): CDBG, HOME, and ESG.
Community Development Block Grant (CDBG)
CDBG is designed to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities for low- and moderate-income persons.
The City of Newton's CDBG funds are allocated among four categories:
- Affordable Housing
- Human Services
- Architectural Access
HOME Investment Partnerships Program (HOME)
HOME was created to expand and improve the supply of decent, safe and affordable housing for low- and moderate-income persons.
As the lead entity for the WestMetro HOME Consortium, the City of Newton receives and administers HOME funds for the City and twelve other member communities - the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, Watertown, and Wayland, and the Cities of Framingham and Waltham.
Emergency Solutions Grant (ESG)
The ESG program is targeted at improving the lives and safety of persons who are homeless or at risk of becoming homeless. The program is designed to serve the region's most vulnerable population by providing funds to:
- Improve the quality and number of emergency shelters for homeless individuals and families;
- Help operate these shelters;
- Provide essential services to shelter residents;
- Rapidly rehouse homeless individuals and families; and
- Prevent families and individuals from becoming homeless
