Good Morning: I want to compliment the City on their choice of CER to review the fiscal impact analysis. They provided a thorough and comprehensive review and I have only two comments to add to their comments: 1) When they separate out the revenue for the residential building, they also need to show the revenue for the market rate units and the affordable units as the assessed value for the affordable units will be lower than for the market rate units, and therefore the revenue will be lower. 2) The developer needs to reconcile the number of parking spaces planned at the various buildings with the number of FTE's listed in their report. There does not appear to be enough parking to accommodate staff. There April 4 document states 571 parking spaces in the office building and the fiscal impact report (page 11, item 2, first bullet) sates 855 positions at the office building. I look forward to hearing what the actual numbers are after all these comments have been taken into account. Regarding the April 4 document provided by VHP 1) it does not appear to address many of the parking concerns etc. raised with regard to Hotel Indigo and their special permit request. It briefly mentions in Section 4.3.2 using the TOD for excess capacity but it has no requirements, and therefore no teeth. 2) We are very concerned about the location of the roundabout closest to the condominium, which I believe is referred to as the NB roundabout? While the roundabout at Asheville has been moved away from the homes by many feet, the roundabout closest to the condominium appears to be closer to our residence than the existing roadways. This is no acceptable. If there is no room to accommodate the appropriate weave to slow cars coming off the ramp, without going on our property or the golf courses, than this is not the right solution for this intersection. 3) Furthermore, we had been offered at a traffic peer group meeting a signalized cross walk whereby a flashing sign could appear when residents are trying to cross Grove Street at this roundabout. There has been no documentation provided on this alternative which would help our residents more safely cross Grove Street to get to Lower Falls and/or the T.
