A Health Care FSA allows employees to elect funds from their base salary up to $3,300 in tax year 2025, on a pre-tax basis, to use for reimbursement of eligible health care expenses incurred during the plan year by the employee or eligible dependents.  

How do we pay for eligible expenses?  After enrolling, you will receive a debit card which can be used as any other debit card (swipe when purchasing at time of service). Claims can also be processed by submitting a form to Cafeteria Plan Advisors.

What happens at the end of the plan year if one still has money in an account?  Based on IRS guidelines, FSA Medical Plan accounts are Use-or-Lose plans.  So, you should plan accordingly.  Note however that the City of Newton plans include flexibility. Our plans offer both a 75-day grace period (January 1 – March 15) AND a three-month extension (January 1 – March 31) on the submission of claims. 

Already in the plan? IMPORTANT: KEEP YOUR CARD for the next plan year. When you re-enroll Cafeteria Plan Advisors will add the new election value to your existing card.  Log-in to your employee account portal (not the app) cpaemployee.lh1ondemand.com from November 1st -30th and reenroll.

The Parking and Transit Commuter programs allow employees to set aside up to a maximum of $325 per month ($3,900 per year) in 2025 for qualified transportation, commuter parking and/or transit expenses (no tolls). These programs offer a Benefits Card that will be funded after the payroll deductions have been taken from the employee's pay check and subsequently posted to the account the following week.
