The City of Newton has 13 municipal parking lots, spread throughout the City. All parking lots are paid parking spaces, with the exception of the Adams Street and Chapel Street parking lots. Click here for a map of the all Municipal Parking Lots.

The Austin Street Lot is open to the public at the ground level under the new building at 28 Austin Street. You can enter from both Highland Street to Philip Bram Way and directly from Austin Street (across from Star Market entrance).

From December 1st through March 31st, it shall be unlawful for any vehicle, other than one acting in an emergency, to be parked on any street, way, highway, road, parkway, or private way dedicated or open to the use of the public for a period of time longer than one hour between the hours of 2:00 a.m. and 6:00 a.m. Violators are subject to a $25.00 fine.

During the Summer and Fall of 2020, the Transportation Division upgraded the parking meters throughout Newton. In the Summer of 2021, new parking kiosks were be installed along Washington Street in Newtonville, and all parking meters at the remaining municipal parking lots were be replaced with parking kiosks.
Parking Meters and Kiosks
- Parking meters are enforced between the hours of 8am-6pm, Monday through Saturday.
- New meters and kiosks provide flexibility with multiple payment options: cash (coin only), credit/debit card, Passport pay by phone.
- Rates remain at $0.75/hour (short term, 1-6 hours) and $0.50/hour (long term, 12 hours).
- Meters and kiosks are solar powered with back up battery, consistent with the City's green policy.
- Kiosks will track your payment as well as provide a printed receipt (it is not necessary to display printed receipt on your windshield).
- The kiosks' small footprint does not disrupt or obstruct surrounding areas.

The following list specifies some of the common parking citations issued in Newton:
- Blocking an access ramp (curb cut)
- Parking in an accessible (handicap) parking space
- Parking within 5 feet of a driveway
- Parking beyond 12 inches of the curb or edge of the road
- Parking within 10 feet of a fire hydrant
- Parking within 20 feet of an intersecting way (except alleys)
- Parking on a crosswalk
- Parking on a bridge or at a bus stop
- Parking in a restricted zone or parking without a permit
- Parking in the wrong direction
- Parking during the Overnight Winter Parking Ban
- From December 1st through March 31st, it shall be unlawful for any vehicle, other than one acting in an emergency, to be parked on any street, way, highway, road, parkway or private way dedicated or open to the use of the public for a period of time longer than one hour between the hours of 2:00 a.m. and 6:00 a.m.
- Parking with a Senior Sticker but at an incorrect location
- Senior Sticker is only valid at 1, 2 or 3 hour metered spaces within a city off-street parking lot or on Highland Avenue between Lowell Avenue and Philip Bram Way.
- Parking Overtime
- No person shall park a vehicle within a designated metered parking space or in a parking space within a time-restricted area for a longer consecutive period than the time limit specified or beyond the hours specified. (a) Vehicles parked within any metered parking space must be moved to a different parking space upon or before the expiration of the posted time limit. (b) Vehicles parked within any non-metered time-restricted parking space must be moved to a location beyond the nearest intersection or to a location outside an off-street municipal parking lot upon or before the expiration of the posted time limit and may not return for two hours.

Any person receiving a Parking ticket in the City of Newton may dispute the violation through the Appeals and Hearing process.
Overall Appeals/Hearing Process
- Driver submits an Appeal online at newtonma.gov within 21 days of receiving the ticket.
- Within 10 days of an appeal submission, the appeal is reviewed by the Parking Clerk and a decision is made to uphold or dismiss the ticket.
- Driver is notified by email and letter (via address on file with the RMV).
- Driver can challenge the appeal decision by submitting a request for a Hearing online at newtonma.gov.
- Upon receipt of the Hearing request, the Parking Clerk contacts driver to schedule a phone or Zoom meeting with a Hearing Officer.
- Upon completion of the Hearing, a decision is communicated to Driver within 10 business days via email and letter.
Submitting an Appeal

- Phone: Contact the Customer Service hotline at 617-796-1000. Customer Service will submit the online appeal on your behalf.
Note that in addition to your name, address, email, and phone, you’ll need to provide the parking ticket number, date of violation, reason for your appeal, and any supporting information or photos to support your appeal.
Submitting a Hearing Request
A driver who wishes to challenge the appeal decision can request a hearing.

- Phone: Contact the Customer Service hotline at 617-796-1000. Customer Service will submit the hearing request online on your behalf.
Penalties suspended during the appeal process
A ticket is placed in suspension for 15 days during the appeal review. If the ticket appeal is denied, the 21-day payment period will resume at the completion of the 15-day suspension period.
Middlesex Superior Court
Someone who wishes to dispute the outcome of a Hearing can open a case with Middlesex Superior Court. The non-refundable filing fee set by Middlesex Superior Court is currently $275. Call 781-939-2700 ext 2820 for further information.
Auburndale Village Parking District
The Auburndale Village Parking District currently encompasses an area of about 22 streets or street segments in Auburndale, including the Village Center, the streets near the Williams School, and some streets near Lasell University. It was first approved in the Spring of 2014. Changes have continued to be made through the Newton Traffic Council process.

Newton Corner Parking District
Phase 1 of the Newton Corner Parking District was approved by Traffic Council in the Autumn of 2019 and included Playstead Road, Ricker Road, and Ricker Terrace. The Newton Corner Parking District may expand to other adjacent streets in Newton Corner through the Traffic Council process.

Newton Highlands Parking District
Phase 1 of the Newton Highlands Parking District was approved by Traffic Council in the Spring of 2019 and included Lincoln Street and portions of Bowdoin Street and Columbus Street. Phase 2 expanded the District to include all or part of additional streets in Newton Highlands. The Newton Highlands Parking District may expand to other adjacent streets in Newton Highlands through the Traffic Council process.

Newtonville Neighborhood Parking District
The Newtonville Neighborhood Parking District was the first neighborhood parking plan in Newton, and encompasses an area of about 40 streets in Newtonville, south of the Newtonville Village Center. This plan was developed over the course of two years through a series of community meetings, and the plan was rolled out in the Summer of 2013. New parking regulations were put in place, superseding an outdated series of parking restrictions in the neighborhood. The plan features a permit override option available to residents and a limited number of non-residents (i.e., NNHS students). The plan continues to change as needed through the Traffic Council process.

Horace Mann Neighborhood Parking District
The Horace Mann Neighborhood Parking District was approved by Traffic Council in the Spring of 2014, for the Carr School at the time, and encompasses portions of Nevada Street and Linwood Avenue. In 2019 it was renamed the Horace Mann Neighborhood Parking District.

Waban Village Parking District
Phase 1 of the Waban Village Parking District was approved by Traffic Council in the Autumn of 2015 and included Beacon Street (part), Collins Road (part), Dorset Road (part), Locke Road, Manitoba Road, Southwick Road and Waban Avenue (part). The Waban Village Parking District has changed through the Newton Traffic Council process.

Newton Centre Employee Parking Permits
This trial is in response to many complaints received from Newton Centre employees, who have indicated that the location of existing long-term metered parking spaces is inconvenient, and to help prevent short-term parkers from parking in the long-term meters. Some non-reserved long-term parking meters remain in Newton Center, particularly on streets near the Fire Station and in the Pelham, Pleasant and Cypress Lots. Green Line commuters are encouraged to consider parking in an MBTA facility at Riverside or Woodland Station, where significant long-term parking is available.
This trial has converted 33 metered parking spaces into reserved “Employee Permit” parking areas. These reserved parking meters are located in the following two public parking lots (see reverse for additional information):
- 10 parking meters in the Cypress Parking Lot
- 18 parking meters along the furthest row in the Pleasant Street Lot
- 5 parking meters in the Langley (“Triangle”) Parking Lot
The parking areas listed above have temporarily been changed to “Reserved Parking” during hours when payment is required. Employers of Newton Centre are entitled to receive free parking permits, which allow a vehicle to be parked at any of the reserved metered spaces. The Newton Police Department (Traffic Bureau) is managing the trial and distributing parking permits to Newton Centre employers. The parking spaces must still be paid for during the hours in which meters are enforced, but there is no time limit. Payment can be made via the Passport parking app, coin or credit card.
