Goals:
Levingston Cove is one of the four public open space parcels set along the shore of Crystal Lake, a 33 acre glacial kettle pond in Newton Highlands. The crescent shaped cove is is bordered by a grassy slope and its inaccessible shoreline pathway is now severely eroded. The current CPA funding request is for construction funds to implement a conceptual design and plan for the area which will correct erosion damage, install new features to better deal with runoff, and construct new accessible walkways.

Funding Process:
April 23, 2021 - Pre-Proposal submitted for discussion with CPC at their May 11, 2021 regular meeting. Pre-Proposal materials include the following:
- Pre-Proposal Form
- Letters of Support received for Pre-Proposal from Newton Conservators, State Representative Ruth Balser, Ward 6 City Councilors, State Senator Cynthia Stone Creem, Crystal Lake Conservancy, and area residents (Rec'd April 23 - May 11, 2021)
- Weston and Sampson Report Presentation to Parks and Recreation Commission - May 20, 2019
- Project Presentation from First Public Hearing - May 30, 2018
May 11, 2021 - Pre-Proposal Presentation reviewed by the CPC. Project is invited to submit a full proposal for consideration at a public hearing. Anticipate that the proposal will be submitted in time for the June 8 CPC meeting.
May 21, 2021 - Full Proposal submitted for review including the following materials:
- Full Proposal Application (Revised May 25, 2021)
- 60% Design Plan Set
- 60% Design Cost Estimates
- Weston and Sampson Team Resumes
- Estimated Annual Operating and Maintenance Costs
June 2, 2021 - Letter and Presentation received from Friends of Crystal Lake submitted with suggested changes to project design
June 8, 2021 - Project Presentation made during CPC's Public Hearing on the Full Proposal. CPC unanimously votes to recommend full funding of the project to the City Council for approval.
July 12, 2021 - CPC Funding Recommendation sent to City Council for their review and approval.
September 20, 2021 - New Levingston Cove Improvement Project Fact Sheet issued
October 12, 2021 - Project Update following City Council's chartering of funding vote to their October 18 meeting.
October 18, 2021 - City Council Order approves full funding of the project.
